Open-world design has moved decisively toward density over area. A world where interiors are enterable, crowds behave individually, traffic reacts and weather changes how a place feels is far more expensive to build per square kilometre — and far more interesting to play — than a large map of repetitive terrain.
That shift is also why install sizes have grown faster than map areas. The extra gigabytes go into texture resolution, audio, animation and world detail, not into raw ground covered. A game can be substantially larger as a download while occupying similar physical space.
GTA IV makes the point neatly: its map was smaller than San Andreas before it, but denser and far more detailed. Nobody considered it a smaller game.

Storage pressure differs sharply depending on what you play on.
